Deputy Chief Executive (Policy & Development), PUB, Singapore’s National Water Agency
Soon Guan leads the Policy & Development Group in PUB, providing strategic direction and guidance on the development of strategies, plans and policies to ensure reliable, resilient and sustainable water supply for Singapore. The Group’s key responsibilities include long-term and integrated planning of major water infrastructure and coastal protection measures, digital transformation of PUB’s work and workplace leveraging SMART and cybersecurity technologies, organisational and manpower development, efficient and robust corporate services, enterprise risk management, as well as proactive engagement of stakeholders for joint ownership of Singapore’s water resource management.
From April 2017 to March 2020, Soon Guan was seconded from PUB to the Ministry of Finance as Chief Executive of VITAL Shared Services, a central department providing corporate shared services of HR, Finance and Procurement administration to public service agencies. In addition, Soon Guan had previously held various senior positions on strategic planning and policy, environmental sustainability management, and organisational and business development in the Ministry of the Environment and Water Resources, Ministry of Health, Ministry of Manpower, and NTUC Income Insurance Co-operative.
Soon Guan graduated from the University of Cambridge (United Kingdom) with a First Class Honours in Economics, and from University College Dublin (Ireland) with a Masters of Science in Finance.
