Michael Carlin

Michael Carlin has been with the City of San Francisco Public Utilities Commission since 1996. He has served in several positions during his tenure at the SFPUC. He started as the Water Resources Planning Manager and was promoted to Planning Director for the entire agency where he developed a multi-billion dollar capital program that was formally adopted and executed. He then became Assistant General Manager for the Water Enterprise providing water services to San Francisco and it 27 wholesale customers with a combined service population of 2.7 million people. He was appointed as the Deputy General Manager and Chief Operating Officer of the San Francisco Public Utilities Commission in 2009. In that role, Michael supervises the three lines of business – water, wastewater and power as well as the Infrastructure Division, which is the capital project delivery group. He also oversees the agency’s efforts in capital planning, emergency response, asset management, security, and other functions across the three business lines. He continues to lead many of the environmental initiatives, environmental justice, equity, climate vulnerability and other strategic initiatives of the organization. Prior to joining the SFPUC, he was the Chief of Planning for the State of California’s Regional Water Board where he oversaw the development of regulatory programs to prevent pollution of San Francisco Bay and other waterbodies.
